Donglong Elementary School was founded in the 1986–87 academic year with an explicit "Arts and Humanities" focus as its founding theme. It established an experimental fine-arts class (美術實驗班) in its first year, which became a formal art-education class (美術教育班) by 1988–89, and evolved into a talented-arts class (藝術才能班) by the 2010–11 academic year — a nearly four-decade arts specialization that continues today. The school takes its name directly from Donglong Temple (東隆宮), the town's chief Wangye temple and organizer of the triennial King Boat Burning Festival.
東隆國小創立於民國75學年度(1986-87年),以「人文藝術」為建校核心特色。創校首年即成立美術實驗班,民國77學年度(1988-89年)轉型為正式的美術教育班,並於民國99學年度(2010-11年)發展為藝術才能班——這股藝術特色傳統延續近四十年,至今不輟。學校校名直接取自東隆宮,即東港鎮的主要溫王爺廟,也是三年一科東港迎王燒王船祭典的主辦廟宇。
