Wenchang Elementary was approved as an independent school in 1963, built on the historic site of the Dengyun Academy (登雲書院), a Confucian academy founded in 1835 during the Qing dynasty. A Wenchang Shrine (文昌祠), honoring Confucius, was later added to the campus and completed in its current form in 1995, keeping the site's centuries-old scholarly tradition alive. Alongside this historical depth, the school has built a strong sports program, with national-level track and field results, county roller-skating championships, and success in Go/chess and badminton, plus arts-talent classes and Chinese-language, Taiwanese, and Hakka cultural competitions.

文昌國小於民國52年(1963年)獲准獨立設校,校址正是清道光15年(1835年)創建的登雲書院舊址。校園內後來增建文昌祠,並於民國84年(1995年)完成現貌,延續書院數百年的文教傳統。除了深厚的歷史底蘊,學校也發展出強健的體育實力,田徑成績達全國級水準,並在縣內直排輪錦標賽、圍棋及羽球競賽中屢獲佳績,另設有藝術才能班,並參與國語文、台語及客語文化競賽。
