Born from three overcrowded schools.

Chongxue Elementary School was approved for establishment in January 1981 as the "Degao Elementary School Chongxue Branch" (德高國民小學崇學分校). It opened that August with six first-grade classes, borrowing classrooms from Dongguang, Shengli, and Degao elementary schools, with groundbreaking presided over by then-mayor Su Nan-cheng. The branch became an independent school effective the 1982 academic year, receiving transferred 3rd–6th grade classes — 15 classes in total — from the same three schools, for a founding total of 29 classes. By the 1995 academic year, enrollment had peaked at an extraordinary 119 classes and 5,586 students, one of the largest single-campus elementary enrollments in Tainan's history.

崇學國小於1981年(民國70年)1月獲准設立,初名「德高國民小學崇學分校」。同年8月開學,首設六個一年級班級,借用東光、勝利、德高三校教室上課,動土典禮由時任市長蘇南成主持。1982學年度起獨立設校,並自上述三校轉入三至六年級共15班,創校總班級數達29班。至1995學年度,全校規模達到高峰,共119班、5,586名學生,是臺南單一校區歷史上罕見的超大型國小之一。
