Chongming Elementary School began planning in April 1995 and formally opened on August 1, 1997, with its first principal, Li Guangyan, appointed that same day. The school is located within East District's Fourth Period Land Readjustment Zone (第四期市地重劃區), directly adjacent to Chongming Junior High, which it feeds into as students advance. Its school motto, "誠樸勤敬" (sincerity, simplicity, diligence, respect), reflects the values the school emphasizes for its students.
崇明國小於1995年（民國84年）4月開始規劃，1997年（民國86年）8月1日正式創校，首任校長李廣衍同日到任。學校座落於東區第四期市地重劃區，緊鄰崇明國中，學生升學後多直接進入該校就讀。校訓「誠樸勤敬」，反映學校對學生品格教育的重視。
