Chenggong Elementary was founded by the local township office in July and August 1947, after years of Japanese-era fundraising attempts to build a school in the area had failed. Following Taiwan's 1945 retrocession, local residents eventually pooled money and land to establish the school themselves. It was created specifically because children from Liucuo, Zhulin, and Yongle villages faced a long, difficult commute to the main Xigang Elementary School, and the community wanted a closer option for its children.
成功國小由地方鄉公所於民國36年(1947年)7、8月間創立,此前日治時期地方多次募款設校的努力皆未成功。臺灣光復後,地方居民終於集資、捐地,共同創辦了這所學校。設校的直接原因是竹林、柳厝、永樂等聚落的孩子通學至西港國小路途遙遠、十分不便,地方希望能有一所距離較近的學校。
