The school's preparatory office was established in 1988, and it formally opened in 1990 as a provincial vocational school, becoming a national school in 2000 and converting to a comprehensive high school in 1997. It stands as the only senior high school east of the Central and Coastal Mountain Range along this section of coastline, giving students from Chenggong and its neighboring townships a place to continue their education without leaving the region. The campus spans roughly 6.8 hectares and originally offered five departments, including a branch on Orchid Island focused on aquaculture and marine product processing.
學校籌備處成立於民國77年(1988年),民國79年(1990年)正式成立為省立職業學校,民國89年(2000年)改隸國立,民國86年(1997年)並改制為綜合高中。作為這段海岸線唯一的高中職,學校讓成功鎮及鄰近鄉鎮的學子得以就近升學。校地約6.8公頃,創校初期設有五個科別,其中一科曾在蘭嶼設有分部,專攻水產養殖與水產加工。

Chenggong Town was long known as Xingang (新港, "New Harbor") before being renamed in 1946, and its fishing harbor, completed in 1932, remains one of the largest on Taiwan's east coast, especially prominent for tuna and billfish. The town is also home to a substantial Indigenous Amis population with deep ties to the sea.
