Chengde Junior High opened on July 1, 1991, after a preparatory office was established in 1986. The school takes its name from "成德學院" (Chengde Academy), an institution that had previously occupied the site, and it also serves as a campus location for the Taipei Nangang Community University (南港社區大學). It sits in the East New Street (東新街) corridor alongside Chengde Elementary and Xiude Elementary, part of Nangang's older residential core near the district's original town center.
成德國中於民國80年（1991年）7月1日創校，民國75年（1986年）成立籌備處。校名源自曾座落於此地的「成德學院」，學校現亦為台北市南港社區大學的授課地點之一。校址位於東新街一帶，與成德國小、修德國小相鄰，同屬南港區舊城核心附近較早開發的住宅區。
