Chengde Elementary was established on November 1, 1951, as a hillside branch campus of Yucheng Elementary ("玉成國校後山坡分校"). It became "成德分校" in June 1957, then gained full independence as "成德國民學校" on October 1, 1957. With more than 70 years of history as of 2026, it is one of Nangang's older elementary schools, sitting immediately next to Chengde Junior High School, which took its name from this school's lineage.
成德國小於民國40年（1951年）11月1日創校，初為玉成國校後山坡分校，民國46年（1957年）6月改為「成德分校」，同年10月1日正式獨立設校，定名「成德國民學校」。校史逾七十年，是南港區歷史較悠久的小學之一，緊鄰以其校名命名的成德國中。
