Caogong Elementary School opened in 1959 on a site steeped in history: the former grounds of the Qing-dynasty Fengshan county magistrate's office. The school takes its name from Cao Jin (曹謹), the Qing magistrate whose residence once stood on this very site and who is remembered for building the "Cao Gong Canal" (曹公圳), the irrigation system that transformed farming across the Kaohsiung plain. Enrollment has fallen considerably from a peak of more than 1,000 students to under 200 today, a shift reflecting the aging, historic core of Fengshan around it.

曹公國小創校於民國48年(1959年),校地為清代鳳山縣衙舊址。校名取自知縣曹謹——他的官邸曾座落於此,並因興建「曹公圳」灌溉系統、造福高雄平原農業而留名青史。學生人數已從全盛期逾千人,減少至目前不到200人,反映出鳳山老城區周邊的人口結構變化。
