Beicheng Elementary began in 1958 as a branch of Gongzheng Elementary School, becoming independent in 1961 and adopting its current name in 1968. As Luodong's population grew outward from its historic town center in the mid-20th century, Beicheng emerged to serve the expanding northern district. Today the school is well known locally for having Yilan County's only rainbow-colored running track, a popular photo spot for students and visitors alike.
北成國小創立於民國47年（1958年），最初為公正國小分校，民國50年（1961年）獨立設校，民國57年（1968年）更為現名。隨著羅東鎮人口在20世紀中葉由歷史市中心向外擴張，北成國小應運而生，服務北側新興地區。如今學校以全宜蘭縣唯一的彩虹色跑道聞名，是師生與訪客喜愛的拍照景點。
